2023 Titanium Industry So Dry, Baoji City Government Refers To The Direction

On January 31, 2023, the third meeting of the 16th People's Congress of Baoji City was held in a grand way. In the past year, in the face of a series of difficulties and challenges exceeding expectations, the city's people worked hard and fast, and achieved gratifying results in high-quality development. For the year, the GDP grew by 2.8%, and the designated industrial added value grew by 2.2%. We formulated 13 three-year action plans to upgrade key industrial chains and launched the "1+5+N" policy system for high-quality development. Industrial investment grew by 28.3 percent. Baoji City ranks among the national advanced manufacturing industry, specialized and new "Little giant" enterprises and scientific and technological innovation competitiveness "three hundred cities".

 

In 2023, Baoji Municipal government will focus on promoting high-quality development of manufacturing industry, with specific measures in the following four aspects:

 

First, we will enhance the competitiveness of industrial chain groups. With the chain length system as the starting point and the direction of scale, clustering, high-end, intelligent, green, and service, we promoted the "15513" project to strengthen the city by industry, and steadily carried out a three-year campaign to upgrade 13 key industrial chains. A total of 143 industrial technological transformation projects and 70 new production capacity projects were implemented, and the city's new production capacity exceeded 20 billion yuan.

 

Second, we will strengthen the driving force for scientific and technological innovation. To build the Qinchuangyuan "two-chain" integration demonstration zone as the main focus, build a first-class innovation platform, speed up the construction of technology research centers, key laboratories and other platforms, and promote substantial progress in the construction of "one Hong Kong, four institutes and four centers".

 

Third, increase the traction of the digital economy. We will launch a three-year campaign for high-quality development of the digital economy, and plan to build industrial parks for the digital economy from a high starting point.

 

Fourth, we should concentrate on the strong force of industry. The "1+5+N" policy system for high-quality development of the manufacturing industry has been fully implemented. The municipal finance allocates 500 million yuan of special funds for industrial development every year to promote scientific and technological innovation, talent introduction, enterprise cultivation, brand building and financial support policies to achieve effective implementation, and build a stronger national advanced manufacturing highland.

 

The work plan of Baoji Municipal government in 2023 has policies, routes and funds, indicating the direction for the development of Baoji titanium industry enterprises. Meanwhile, in the Baoji Municipal Key Project Plan 2023 (Draft) compiled by Baoji Municipal Development and Reform Commission, there are 302 advanced manufacturing projects with a total investment of 167.5 billion yuan and an annual investment of 59.6 billion yuan. There are 34 projects related to titanium industry. The construction of these projects in the New Year will provide strong support for the development of Baoji titanium industry.

 

Shengli, Secretary general of New Material Enterprise Association and president of Baoji Titanium Industry Research Institute, attended this meeting on behalf of titanium industry enterprises and put forward "Suggestions on Promoting the Development of East Titanium Valley Cluster with High Quality" at the meeting. In his suggestions, Secretary General Shengli proposed that to develop the titanium industry with high quality, enterprises should continuously gather, and expand the concentration of enterprises through business investment. Enhance industry visibility through publicity and promotion; Through policy tilt, support industry development.
