1. General idea

With Baoji High-tech Zone and Meixian County as the main carriers of the industry, supplemented by Chencang District and Panlong high-tech zone, the construction of a world-class titanium and new material industry base is the main line, relying on the existing industrial scale, complete industrial chain, extensive industry influence, and excellent development environment and other basic advantages, in-depth implementation of the “six major projects” such as the growth of leading enterprises, the agglomeration of industrial clusters, the extension of the chain and the strengthening of the chain, the improvement of innovation capabilities, the introduction and training of talents, and the optimization of the service system, to create a new pattern of the development of the entire industrial chain, promote the high-end, intelligent, and green transformation of the titanium and titanium alloy industry, and promote the titanium and new materials industry High-quality development.

Support Baotai Group to build a strong company in the world titanium industry, accelerate the transformation and upgrading of enterprises and the construction of major projects, increase scientific research and product development, consolidate and enhance its industry-leading advantages in military industry, titanium material processing, titanium equipment manufacturing and other fields, and accelerate the growth of enterprise strength and scale expansion.

Adhere to the new development direction of specialization and specialization, and support backbone enterprises in subdivided fields to grow bigger and stronger; vigorously implement industrial multiplication plans to promote enterprises to release production capacity; encourage mergers and acquisitions among private enterprises, and actively participate in the mixed reform of state-owned enterprises; play a good role as various incubators and increase the cultivation of small and medium-sized enterprises.
